The Children's Online Privacy Protection Act (COPPA) went into effect 04/21/00.
The act mandates that sites with traffic that includes
children under the age of 13 post a privacy policy
spelling out what information they collect about their
child visitors and have a parental notification and
approval system in place. For the full story visit this article from InfoWorld:

In a nutshell, the Fox Valley Sierra Group does not collect any information about ANY of our visitors.
We do, however, use tools that help us learn who our visitors are. These tools do NOT identify our visitors or
provide us with e-mail addresses for our visitors. We may be told the domain address of the visitor, when they
visited, and how long they visited. This information is not retained long, and is used only to
encourage the webmaster that there actually are visitors to the site.
There are several places, mostly outside of our control, that may request an e-mail address of a visitor so that
the visitor may subscribe to an e-mail list. There is no use of e-mail addresses other than this purpose.
